SEPP was the Dutch subsidy scheme that gave private persons a contribution towards buying a fully electric passenger car, including used ones. Hybrids and plug-in hybrids did not qualify. RVO ran the scheme. SEPP is permanently closed: the last applications were possible until 27 December 2024 (RVO).
Why it matters when buying or selling
So in 2026 there is no subsidy for a used EV. The government did announce a successor in a letter to parliament (Kamerbrief) of 21 September 2026: the Overstapsubsidie Gebruikte Elektrische Auto's (OGEA).
| OGEA (announced, not yet open) | Condition or amount |
|---|---|
| Subsidy | €4,000 |
| When scrapping your own Euro 0–4 car (owned at least 1 year) | €6,000 |
| Catalogue price of the used EV | €12,000–€60,000 |
| Planned opening | preferably Q4 2026, otherwise Q2 2027 |
- Buyer: if you are waiting for the OGEA, keep in mind that the conditions and start date may still change.
- Seller: never promise a buyer a subsidy. The OGEA has been announced but is not yet open.
Compare the costs with electric or petrol.
